In singapore there's only 2 1/2 executive, mandai and NSRCC. 1/2 being the one in JCC only hard 5 holes. Normally we classified it as executive is total par score is <35.

Hi iuh,

There is a thread in golf talk dedicated to USGA handicap questions. Link below, hope u find it helpful. Post there and I'll do my best to answer quickly.

http://www.golfrepublic.org/t15691-usga-handicap-related-faq

With regards to your question, the 5 x18h scorecards serve 2 purposes:

1) Evidence that you are ready to take the courtesy round
2) To calculate your initial handicap index

As such, they need to come from courses which are USGA course and slope rated.

In layman's terms, normally anything that says "Executive" will not have a course / slope rating

As for where to play your games to get the required number of rounds, certain courses, e.g MBGC and OCC will allow you to play after taking a "swing test".

Alternatively, if you have a PC, then you should check where the PC allows you to play.
