Limit on fuel sale at border for foreign-registered vehicles not practical, says MP
By NELSON BENJAMIN
(12 December 2009)

JOHOR BARU: The Government should bring back the annual RM625 rebate if it is serious about wanting Malaysians to continue enjoying fuel subsidies, said Johor Baru MP Datuk Shahrir Samad.

The former Domestic Trade and Consumer Affairs Minister said the ruling to limit foreign-registered vehicles within a 50km radius of the border to 20 litres of fuel was not practical and had many loopholes.

“If the problem is the smuggling of diesel in the north, then we must come up with solutions to specifically address the problem,” Shahrir said, adding that the Government should adopt the use of the MyKad system announced by the Prime Minister during the budget speech.

Shahrir, who said he had spoken to his successor Datuk Seri Ismail Sabri Yaakob on the matter, said it would be difficult for petrol stations at the borders to adhere to the ruling as most of the stations were self-service.

“Who is going to monitor the sale of petrol to foreign-registered cars. What about Malaysians using Singapore-registered cars to travel between both countries?

“Are we going to be like Brunei, installing closed-circuit cameras at petrol stations near our borders for this purpose?” he asked, adding that having separate pumps for foreign cars was also not practical due to cost factors.

He said that while this proposal of limiting fuel for foreigners was among the ideas implemented briefly in the north during his time, the project was shelved when the prices of petrol and diesel were allowed to be raised.

“The Government must reveal the subsidy being given for RON95 and RON 97 when the world crude price is US$70 (RM255.50) per barrel,” he said, adding that previously, the subsidy was 30 sen for each litre, which amounted to about RM3bil in subsidies.

On Wednesday, Ismail announced that foreign-registered vehicles would only be allowed to pump a maximum of 20 litres of fuel at patrol stations within a 50km radius from the border.

He said enforcement authorities at checkpoints would also be directed to ensure that foreign vehicles left the country with no more than 20 litres of fuel in their tank.

Normally they will be very ON to check every vehicle at the initial stage then subsequently no sound no pic! So my advise is to stay put 1st and monitor the situation again.

I dun think it make any sense la... My boss and myself travel into JB very often day trip to our office. Leave Singapore will 3/4, must return will less than 20L, how to???

'M' garment had said a lot of things before, but I serious doubt so. No way to measure 20L. 20L = half tank for 45L tank, also = 1/4 of 70L tank. How to gauge?

Really stoopid. If they want to restrict, just ban foreign vehicles from pumping petrol in the state of Johor or further north. If they implement this, then there will be a lot of zombie drivers in JB, i.e. driving around aimlessly just to burn enough petrol.

Just enforce foreign vehicles when entering MY, there is full tank or 3/4 tank.
Case closed.

Why cap at 20L? Can only pump 20L within 50km, leave MY must not more than
20L.........etc ....etc...etc.....

Strange and silly ideas.

Just don't spoil our golfing mood in JB, can liao.....

Let's wait and see how this one pans out. No need to get overly excited. I'm sure the petrol stations in JB will also scream considering that they depend a lot on SG cars.

I could be wrong here but I don't think so. My take on the part" left the country with no more than 20 Litres of fuel in their tank" is meant to say you can't pumped in more than 20 litres. Thats how I read it. I don't think it is meant to be you must leave Malaysia with only 20 litres in your tank. It do sounds like it but it is supposed to mean what I have just said.

So what is there to stop me from pumping 20 litres per station? Ok it makes life difficult but sure can find a loophole wan. All one has to do is go from one station to another haha... lol!

I wonder how they measure 20L when leaving the country ?

I enter with a full tank, ( 55 L ), travel 15 mins to Pondorosa or Austin, play, eat and come back without re-fuelling, still have easily over 45 L, where to expense off my extra 25 L ?

Bro what they meant was you can't pumped in more than 20 litres on your visit. They do not mean that you must leave with only 20 litres in your car when you leave JB la.

Titu, I think al1388 is saying that the problem is that he needs to have only 20l when he leaves JB back for SG. This means that if he comes in with 55l, uses about 10l to play golf, makan etc. (bringing him to 45l), he'll still have 25l to use up in order to drop to the requisite 20l.

"Left the country with NO MORE than 20 L of Fuel in their tank" - mean my tank should show 1/3 full ( mine is 55 L full tank )

How are they going to enforce this ? record how much I come in with, and subtract how much I have when leaving ? how to tell how much is what I pump in and how much is what I orignally bought in ?

In any case, I seldom pump in Malaysia, and I always enter full tank and come back with 3/4 tank. Will they ascuse me of the new rule for leaving with more than 20 L ? How to explain that all those in the tank are from Singapore ? confused

I love to see how this play out.... in the end, I believe, like the many policies they implemented in the past, it will just be scrap.

This is so half baked! 3 steps forward and soooo 10 steps backward. I like to see how this will pan out. In the end, its the business in JB will suffer. Even the JB folks will scream and shout.

HI JL, that is the part I don't understand. WHY does the majority here have the notion that they have to use up all the petrol on leaving JB leaving only 20 l in their cars??? IS EVERY HERE TRYING TO SAY IF I GO IN WITH MY CAR, FULL TANK 70 L, AND I USED UP ONLY 10 L, I MUST USED UP ANOTHER 40 L???? THAT IS TOTALLY ILLOGICAL AND IRRATIONAL RIGHT??? THE REQUISITE HERE IS YOU CAN ONLY PUMPED IN 20L. IT IS NOT THAT YOU CAN ONLY LEAVE JB WITH ONLY 20L IN YOUR TANK !!!! EVEN THOUGH THE REPORT IS A BIT VAGUE, PLEASE LA, EVERYONE. IT IS TOTALLY OUT OF THE LOGICAL SPHERE OF THOUGHT.

Coming from MY, what is perceive as logical is never logical nor practical. When you have pee brain as minister, all sort of mad logic defying ideas will appear and even cow could have wings. Google for patrick teoh's blog and you will know why.

Titu, firstly... typing everything in caps is considered yelling (especially with all the exclamation marks), which is rather rude. The same point can be made in normal font size.

And, no one is saying that the report/plans etc make any sense. In fact, it's the opposite. You are expecting logic where there may be none. All I'm doing is reading what the report says.

So... chill.

Hi Titu,

Read this from the Edge :
http://www.theedgemalaysia.com/political-news/155318-govt-to-limit-foreign-cars-to-20-litres.html

"According to Ismail Sabri, the ministry will limit the sale of petrol and diesel to foreign registered vehicles to 20 litres per petrol station.

The restriction covers petrol stations within a 50km radius of border entry points.

"And to ensure that this is not abused by a person going to different stations and buying 20 litres at each one, the limit will be monitored at the border points," said the minister.

"Vehicles going in and out of the country will be checked to ensure that there are only 20 litres in the vehicles when they exit Malaysia."

The restriction will be implemented at all of Malaysia's border points with Singapore, Thailand and Indonesia."

Cheers!

let's not argue among ourselves... we will know the details in due course..

Bros here who go in and out regularly should share all related experience/encounters in future to forewarn the rest of us on what to expect.

Cheers!

I have said what I need to say. No point elaborating anymore. As for the capital letters, I was just exasperated with everyone's mental interpretation of the statement. You and I know what the stupid reporter wants to express. If one wants to interpret it the way they want then so be it. I have my say and after this I will not try to waste my breath anymore. Go ahead and drive into JB and please make sure you used up every extra petrol inside your tank and come out only when you have 20 l left. Happy driving around if they do implement it. For me, I will be running around from station to station filling max 20 l from each station. Cheers Peace . Was just trying to be level headed rather than take the statement for what it is.

Titu, why are you so exasperated? No one is upset with your interpretation. What I think we should all do is wait and see what happens rather than speculate. You are right that what is reported isn't always what is meant. Then again, you never know since some laws don't make any sense.

Going back to the topic, it seems easier said than done to me. Frankly, I think there'll be a lot of backlash from the public if these laws are implemented. I hope they won't be but until a decision is made, I would recommend enjoying as much golf as you can in JB Smile
